For the past two weeks, my MIRC client has been unable to attach to any IRC server on ports ranging from 6661 to 7000. These settings have worked for me for several years and now no longer work. What, if anything, has changed. I can resolve the IRC server using ping and dns lookup.

Are you you behind a router with which you recently updated the firmware ? Are you using an OS firewall, either built in or third party ? Was there a recent update to it ?

No, no and not applicable. Computer is connected directly to the modem (Lyksys BEFCMU10).
