Throttled upload speed when streaming to twitch.tv

[ Edited ]

Hello,

The main reason I have a Comcast subscription is my stream on twitch.tv. Up until recently, I have had plenty of upload speed and not had any issues, but this week has been very different. Even though speedtests used to tell me I had over 3 Mbps upload, and I had my stream set to never exceed roughly half that, it's now capping at such low upload speeds as 250 kbps, and frames are being dropped constantly, making it hard to keep my stream up, let alone having enough quality to make it worth anyone's time to watch.

Here is what I get when running a traceroute to www.twitch.tv:

tracert www.twitch.tv

Tracing route to cdn.justin.tv.c.footprint.net [4.27.3.254]

When I try to ping twitch.tv, this is what happens:

ping twitch.tv

Pinging twitch.tv [199.9.250.76] with 32 bytes of data:
Request timed out.
Request timed out.
Request timed out.
Request timed out.

Ping statistics for 199.9.250.76:
    Packets: Sent = 4, Received = 0, Lost = 4 (100% loss),

And as a final extra bonus, our upload speed of 3+ Mbps (I say 3+ because it never seemed to fall below that) is now sitting at UNDER 2. http://www.speedtest.net/result/2477541242.png

I don't understand how this can be anything other than throttling and a specific attack on my use of twitch.tv (if it isn't, please provide a thorough argument as to why it is not, I know there is some Level3.net stuff going on that I don't completely understand, but that should be a battle you're fighting on my behalf). Today I was unable to keep my stream running for more than a few minutes at a time. If I am unable to continue streaming as I always have, I see no reason to continue to keep my Comcast service. Please either tell me what I can do to go about helping you address the situation further (if more information is needed that I have not provided), or offer up a promising solution.

Thanks.

Second edit: The upload speed continues to plunge. http://www.speedtest.net/result/2477571177.png

Have you called in to complain ? This is mainly a customer to customer type of help venue here.

The timeouts are basically meaningless in the trace and ping as those servers appear to typically be firewalled / configured not to return ICMP based ping packet requests.
