[ Edited ]

This sounds like you have an Analog tuner in your TV (not a newer HDTV with a QAM tuner)?  It that case in all likelihood your local cable operator has indeed stopped supplying you local/basic channels in analog and is only giving you digital signals.  Even though when the country went through the digital transition and offered coupons for free digital to analog converters; And Comcast said if you have Comcast cable service you don't have to change anything --> that is no longer true!  You do indeed have to obtain a converter from Comcast (it called a DTA Digital Transponder Adapter, I think) and hook it up between you Comcast cable and your TV.  You will set both the DTA and your TV to channel 3 (or channel 4) and change channels on the DTA with your DTA remote.  Comcast should be giving you 2 such devices without charge..

When you say "basic cable" do you mean Limited Basic or Expanded Basic? If Limited Basic and your TV has a digital tuner, it would be worthwhile to redo the channel scan -- Comcast likes to move channels around.

BTW, what you describe sounds like "removing analog channels", not encryption of Limited Basic as stated in the thread title.
