I went to the local office, and they can't do anything till tomorrow. Great. No phone or Internet till tomorrow at the earliest.
You can always review your bill online if you don't receive your paper bill. You can also review previous bills online. You can also make a one time payment online as well, if you don't receive your bill. Here are some links that might help you in the future. LINK

Do you use an email client? Which one? (Eg; Windows Live mail, Outlook, a smartphone etc.)
Which browser/version do you use? And- have you cleared your browser cache?
Which operating system? XP, Vista, Windows 7, Mac OS X
Details of the problem you are having.
