All of a sudden Outlook on my PC will no longer receive email. It is working fine in Xfinity Connect and via my iPhone but not on Outlook 2003. I checked all the settings for my email accounts as per Comcast's setting chart and all seems to be ok. I get error message 0x80040600 in Outlook.
Any Help would be greatly appreciated.

OK, well I tried that. Turns out my Windows XP Home does not have that file.
Any other suggestions? Or should I go to Microsoft and see if I can download scanpst.exe?

According to everything I have read the error does not have anything to do with your settings. It indicates that your Outlook .pst file is corrupted.
Follow the directions in Answer here http://answers.microsoft.com/en-us/office/forum/of
It mentions Win7 but you can try the same path for XP.
