Comcast doesn't support IMAP.

But smooth universal access is exactly why I put them on the comcast server! OE help says you can see folders on an IMAP server, so is there any way to make the Comcast (POP3) server behave that way?

You can set up most email clients, including Outlook Express, to leave a copy of your emails on the server. You can still then access your email from any computer. Comcast does not support/provide IMAP email servers.
