If you have Comcast internet and are trying to send mail using your Comcast account the correct server settings are
Incoming mail.comcast.net
Outgoing smtp.comcast.net
Did you at one time have AT&T internet service with Windows Live Mail configured to work with AT&T servers? The error number you receive is telling you that you cannot connect to the AT&T server. If you have no account with AT&T obviously you will not connect to the server.
You can also check your WLM settings for Comcast against what is listed here

If not sending, there could also be a block on Port 25.

I switched from AT&T today to comcast, changed the settings as you outlined here as well as from the link you provided. Still not working, however the following is the new error message >>
Unable to send or receive messages for the comcast account. Your server has unexpectedly terminated the connection. Possible causes for this include server problems, network problems, or a long period of inactivity.

Not sure of the Xfinity version, but I'm on Windows Live mail, Vista system. Trying to stay with Windows Live with the new comcast email address since the old Bellsouth/At&t not working. Although one or two stray emails were able to penetrate through.

Change the Outgoing port to 587, and turn off SSL.
Change the incoming port to 110, and turn off SSL.
