Two Wifi Networks?

I'm thinking of adding a second network to my house (modem and router). Do I have to pay extra for this? Should I just get better antennas for my router instead?

Yes and it may not be allowed by Comcast.  Others will verify this.  What is the exact problem?

Two story house. Modem and router upstairs where office and wifi printer is. Signal not great downstairs (Tivo and handhelds) or on porch. Tried extender, but lag time was too noticeable. I'll try better antennas. Thanks.

Modem is Motorola Surfboard SB5101.

Router is D-Link DIR-655

A possible solution is to run an Ethernet cable or use Powerline adapters and move the router downstairs
