Did you try powercycling your modem?

To power-cycle your modem,

1) Shut down the computer
2) Unplug the power cord to the modem
(this can be done from the back of the modem or
from the wall electric socket, whichever is easiest)
3) Wait about 1-2 minutes & then plug the power back into the modem
4) Wait another 1-5 minutes for the modem lights to settle down
and the modem to come back online.
5) Restart computer

Re: power outage

Did you reboot it?  If so and the same thing happens, then reset it to factory defaults.  There should be a recessed Reset switch on the back somewhere, just press and hold this for the right number of seconds and the router SHOULD go back to the default settings.  See your manual for exact number of seconds to hold the button in.  I can't be more specific without knowing the exact model.

If the reset to factory defaults does not work, then replace the router it's likely fried, and get a better surge protector or UPS.  Power outages can play havoc on electrical equipment.
