Have you activated the personal web page feature for the account you want to create a web page for? Unless there has been a change I don't know about web pages are not active by default. Sign in and go to user and account settings for the account and turn-on the personal web page features.

I did that. Still. I have 3 accounts. One i was able to access, but not the other two. I don't know what I did to get access the first time. Getting very angry and frustrated. I there a link to access my webpage? The only way I can figure is to search on webpage then clickon getting started, but each time it asks me to log in.

To edit your web pages go to https://publish.comcast.net/ and login with the email address and password for the account the web page is associated with.
To view your web page but not edit them go to http://home.comcast.net/~username/
The web page feature for all accounts including your secondary accounts is activated through the primary account. Go to My Account for your primary username and and enable the web page feature for all your email accounts.

For the record, I can use Google Chrome on my Mac to access the Comcast page building tools.
