I'm using Dreamweaver as my editor and FTP. Where the heck do I put my INDEX.HTML file? No matter where I put it on Comcasts FTP server, when I go to my URL I keep getting the default layout. I want the URL to load my INDEX. Any suggestions are appreciated.

Case matters. index.html
But also, refresh the page, clear your cache, and maybe even restart your web browser. I sometimes check it with another browser. I don't know how many times someone has this problem and posts their site URL and even though they aren't seeing their page, we can because the old page isn't stored in some nook or cranny of our web browser.
Also note that your site URL will not have site in it. You'll still be able to get to your site built with the Comcast tools. As an example, these are the URLs for my normal site (hand-built) and mine built with the Comcast tools. You'd substitute your username:
http://home.comcast.net/~bethkatz/
http://home.comcast.net/~bethkatz/site/
