Use Add/Remove Programs to uninstall the Comcast Toolbar.

Your fix would be a good one if it was listed among my list of programs. I think I may have tried that
before without it fixing the problem, any others ideas?

A couple of questions:
I see you are using IE9, if you click on View > Toolbars in the Menu Tool bar, is Comcast Toolbar listed in the dropdown? If so is it checked?
Is there a CA Realtime Protection. entry in your add/remove programs? If so remove it.
Also how did you removed Avast prior to installing NSS? Please see this link in regards to the total removal of Avast: http://www.avast.com/uninstall-utility . If fragnments of Avast are left behind, it can cause conflicts with NSS and slow down your system.
There is an FAQ available here in reguards to the insitial install of Norton: http://forums.comcast.com/t5/Security-and-Anti-Vir
Post back with results please.

I have seen this one and similar issues many times and have used the following to remove them -
http://connect.microsoft.com/systemsweeper
Afterwards install the system version -
http://www.microsoft.com/download/en/details.aspx?
This has worked everytime for me. The System Sweeper requires a blank USB Drive. Boot to this USB and it will autorun Windows 7 and System Sweeper. Be sure you are connected to the internet and it will update to the latest version.
