Is a publisher StrikeForce Technologies, Inc in any way apart of Comcast? As I enter
Internet Explorer - I get asked to allow downloads from LicMgrEP.

Many people like putting a favorite quote in their signature, it's just a personalization. It has nothing to do with this topic, it's in all his posts.
You can go to your Forum preferences and uncheck "View signatures in posts", and then you'll only see the real text of the messages, not the signatures that are appended.
