everytime I run quickscan it detects/fixes 15 risks.

norton quickscan. I disconnected internet cable, rebooted and ran quickscan twice. Continues to find/fix 15.

Are they the same 15 items each time? It's normal for scans to find tracking cookies.
However, the number of them and the names should vary each time depending on your browsing.

I suspect Norton is set to ignore, rather than remove tracking cookies.
Check your settings for Tracking Cookies (on NIS 2012 it's under Compter Scans) and change it to remove.
