After spending over 1.5 hours on-line chatting with Comcast support, the ticket was finally escalated to a Tech. The Tech reprovisioned both the caller id and call waiting on the line. This reactivation solved the problem where Caller ID was not displayed when another active call was in process.
My recommendation is to be persistent with Comcast Support. Escalate to the Techs sooner than I did. Press to have both Caller ID and Call waiting reprovisioned...
