Can I change the number of rings before it goes to voice mail?

Yes, in Xfinity Connect go to the preferences tab at the top.

 

Then on the left side, click on "call manager:

 

That is where you change the number of rings.

Yes you can.  You can call in and have it changed, or you can sign into your comcast.net account, click on the phone settings and preferences, and change your ring count there.
