We can"t recieve calls. No one seems to be able to fix it! We have literally spent hours dealing with this, and are seeking a new provider. We have had personal contact to and from a manager who apologizes, but says she can't tell us when it will be fixed.

First step is to reset your Comcast EMTA phone adapter. There is a small indented reset button on the panel where the cables are all attached. You will need a poker or a end of a paper clip to press the little reset button.
Givie the EMTA a couple of minutes to reboot, then test it.
If that doesn't do it, the next step is to unplug the original wire in the L1 jack on the EMTA, and plug in a known good wired phone to the L1 jack. Test again. Cheap wired phones are available in all big box type stores for $6.00.
If none of those steps help, then contact Comcast support for help, either on the phone or a online chat. The agent will determine the next steps to take.
