When i try to set up a DVR recording trough my laptop, I get a message that the DVR manager is not available in my area. Even though I am not able to do this, am I still paying for the service?

Many of the Scientific Atlanta / Cisco area's are getting it this year, in fact South Florida was one of the first on AnyRoom DVR equipment.
For the current locations, see the Comcast blog at this site. Before these features are available, the newer Guide 2.0 must be rolled out. Once that happens, you will get a email from Comcast when it is available to you.
You can post on the Blog as there are Official Comcast Employees that can share details. Sometimes ComcastTeds on the Blog will come over here to share details. There are some dates posted, but certainly not for all SA area's until it gets closer.
