You cannot have your iPad on the vibrate/silent setting when using the WatchESPN app. This is a very rare feature compared to most other apps.

There is an idiosyncracy with the iPad WatchESPN app audio. I encountered the problem, and a search revealed this:

The problem is that audio for the app is automatically muted (unlike any other audio output) if the slide switch is set to lock or unlock screen position rather than mute/unmute audio. Check to see if this may be the problem.
