I have no audio or video on my TV with a "Scrambled Program" message displayed on my screen. Additionally, my internet goes out seemingly every 30 minutes and I haved to reset the modem.

Comcast may have encrypted those channels and you will need some sort of cable box to get them again.
If you have a local service center nearby you can get one there.
