Is comcast responsible for replacing bad/old cable lines within an apartment?  The cable feed to my living room is fine but a tech told me the line to the bedroom had to be replaced and they don't do this?

Indeed that is not Comcast's responsibility.  Probably want to check for a local handy-man to rerun a new cable..  Are you having a problem in your bedroom (TV picture)?

It depends if its in the agreement with your building or not..

Worst case you will have to pay for the replacement of the wiring plus and custom work needed if the lines are inside the walls.
